The Cost Proposal Manager (CPM) Level 1 will report to the Cost Proposal Manager Level 2 (CPM II) of the Institutional Funding & Strategy (IFS) Unit and will directly contribute to the achievement of CARE’s goals to raise funding from the US Government for humanitarian and development assistance.

We are seeking a technically skilled and collaborative Information Management Specialist to lead data collection, analysis, and visualization efforts that support humanitarian coordination, advocacy, and preparedness.
Position Summary:
The PINGON Information Management (IM) Specialist is responsible for supporting the Philippine Inclusive NGO Network (PINGON) by leading the collection, analysis, visualization, and dissemination of humanitarian data and coordination products.
Reporting to the PINGON Manager for Humanitariaan Coordination and working in close collaboration with the PINGON Secretariat, the IM Specialist plays a vital role in strengthening network-wide information management systems—enabling timely, data-informed coordination, advocacy, and preparedness efforts.
Key Responsibilities
1. Humanitarian Data Collection and Management
• Lead the design, dissemination, and collection of 5W matrices and other emergency data inputs from PINGON members.
• Maintain and regularly update databases that map partner presence, sectoral reach, geographic coverage, and service gaps.
• Support the network in rapid data collection during emergencies, including displacement tracking, damage reports, and initial assessments.
2. Analysis and Visualization
• Analyze incoming data to identify trends, coverage gaps, and areas requiring escalation or coordination.
• Produce situation reports, dashboards, and thematic maps to support joint decision making
and response planning.
• Ensure data is disaggregated by gender, age, and vulnerability where applicable.
3. Information Product Development and Dissemination
• Prepare timely and accurate humanitarian information products, including situation
updates, alerts, infographics, and reports.
• Support the Humanitarian Coordinator in the dissemination of these products to key stakeholders (e.g., OCHA, OCD, clusters, donors).
• Collaborate with the PINGON Secretariat and the Advocacy Working Group to ensure consistency in branding, messaging, and alignment with network priorities.
• Provide data inputs, visual aids, and infographics to support the development of joint advocacy materials such as policy briefs or statements, in collaboration with the Humanitarian Coordinator and PINGON Secretariat.
4. Systems Strengthening and Capacity Building
• Support the development and maintenance of shared platforms (e.g., online dashboards, data-sharing repositories).
• Provide technical assistance to PINGON members in data collection tools, templates, and ethical information management practices.
5. Coordination and Interoperability
• Liaise with IM counterparts from OCHA, OCD, and other coordination platforms to align data standards and reporting formats.
• Participate in inter-agency information management meetings when delegated by the
PINGON Humanitarian Coordinator.
• Contribute to joint assessments and data harmonization efforts across networks.
6. Monitoring, Evaluation, and Learning
• Support the tracking of key performance indicators for PINGON activities related to coordination, response, preparedness, and anticipatory action.
• Document lessons learned in information flow, data gaps, and coordination efficiency after major events.
• Support the analysis and reporting of member feedback from coordination perception surveys and ensure these are reflected in MEL outputs and after-action reviews.
• Support the PINGON Humanitarian Coordinator in preparing donor reports that include
data analytics and visual insights.
Candidate Profile
You are a technically skilled and collaborative information management professional who is
passionate about data-driven humanitarian action and inclusive coordination. You bring:
Experience:
• At least 3 years of experience in information management, humanitarian data systems,
or emergency coordination support.
• Previous experience working in complex humanitarian settings, preferably within NGO
networks, clusters, or coordination bodies.
Skills:
• Proficiency in Excel, Google Sheets, and data analysis tools such as Power BI, Tableau, or similar.
• Competence in GIS or mapping platforms (e.g., QGIS, ArcGIS) is a strong asset.
• Strong analytical, visualization, and report-writing skills.
• Familiarity with tools like Kobo, ODK, and data-sharing protocols.
Knowledge:
• Understanding of humanitarian coordination structures, including OCHA, OCD, clusters, and INGO platforms.

Supervision and Reporting Arrangement

Position Summary:
The PINGON Manager for Humanitarian Coordination plays a central role in strengthening the

Key Responsibilities
1. Humanitarian Coordination
• Facilitate and document regular HCWG meetings and help ensure members are aligned on emerging humanitarian issues and response priorities.
• Support simple feedback mechanisms (e.g., short surveys, informal reflections) to gather inputs from members on coordination effectiveness and areas for improvement.
• Coordinate with government agencies, UN bodies, and other humanitarian actors to share updates and promote joint action, as delegated by the Convenor/Co-convenor or Executive Committee.
2. Information Sharing, Internal Coordination, and Liaison
• Disseminate key information, updates, and assessments to members in a timely and accessible manner.
• Promote knowledge-sharing on operational, programmatic, and administrative challenges across the network.
• Support collaboration between INGOs, national NGOs, and local partners to enhance response planning and execution.
• Serve as the operational liaison to OCHA and engage with the Office of Civil Defense (OCD) and other relevant agencies to promote joint planning and inclusive response.

3. Emergency Information Management
• Oversee and support the IM Specialist in leading the 5W process and ensure coordination insights inform decision-making during emergencies/crises.
• Coordinate the preparation of joint situation reports and humanitarian updates.
• Liaise with OCHA, OCD, and IM counterparts within the network to align information products with national and global standards.
• Support rapid needs assessments, monitor coordination activities, and ensure timely sharing of critical updates with the HCWG and broader PINGON membership, as relevant.
• Supervise the PINGON IM Specialist, providing technical guidance, performance feedback, and coordination support.
4. Emergency Preparedness
• Help compile and update basic contingency planning data (e.g., focal points, coverage areas, priority hazards).
• Guide and supervise the IM Specialist in delivering timely, accurate, and relevant coordination products, maintaining updated records of member capabilities, local partners, geographic reach, and available resources (e.g., pre-positioned supplies, deployment readiness).
5. Advocacy Support
• Provide field-based insights and data inputs to the PINGON Advocacy Working Group.
• Contribute highlights or case examples for use in joint policy briefs or statements.
• Support visibility and advocacy efforts in coordination platforms, when delegated.
6. Monitoring, Evaluation, Learning, and Reporting
• Monitor the activities of the HCWG and ensure alignment with agreed deliverables and network-wide priorities.
• Facilitate joint after-action reviews and learning sessions after emergency responses.
• Provide timely, high-quality narrative and analytical reporting to PINGON, donors, and
other stakeholders.

CARE Philippines. We work to transform humanitarian action through innovative disaster risk financing
(DRF) that enables earlier, faster, and more locally led responses.
Our Start Ready programme provides pre-positioned, pooled funding for forecastable hazards. It
combines:
Scientific modelling to set pre-agreed triggers for releasing funds.
Contingency planning to coordinate activities ahead of crises.
Pre-positioned financing to ensure rapid action before peak impact.
By enabling national stakeholders to act in anticipation of predictable crises, we aim to reduce
humanitarian costs, protect lives and livelihoods, and support more dignified, cost-effective responses.
In May 2025, Risk Pool 4 was launched, and it aims to protect over 810,000 people in nine countries
(Philippines, Pakistan, Bangladesh, Madagascar, Senegal, Somalia, Zimbabwe, DRC, and Guatemala)
from climate risks such as heatwaves, droughts, floods, and cyclones.
Start Network, hosted in the Philippines by CARE Philippines, is seeking an experienced consultant or team to conduct a case study on our National Reserve fund.
This five-month consultancy (September 2025 – January 2026) will assess how our disaster risk financing (DRF) system supports local organizations in preparing for and implementing timely, life-saving anticipatory actions ahead of cyclones
The study will focus on consortia in Cagayan, Eastern Samar, and Surigao del Norte
Key Deliverables Include:
An inception report refining the research scope and methodology

During a six-week period from September to October 2025, six tropical cyclones impacted all 18 regions of the Philippines, affecting over 13 million people
The Layout and graphic artist will perform the following tasks
Selection and onboarding (1 day): Attend an onboarding call with the team
Report Layout (10 days): Produce one (1) layout and print-ready version of the multiple cyclones learning paper report (35 pages including front matter/preliminary pages; no content editing required)
Presentation & Poster Layout (7 days): Produce one (1) PowerPoint presentation capturing the lessons, insights, and recommendations of the learning paper report, and one (1) poster presentation that can be used during events
Presentation & Poster Review (7 days): Finalize the first drafts of the PowerPoint presentation and poster by incorporating comments and suggestions from Start Network
General Tasks:
Produce essential graphics and infographics to complement the report and presentations according to Start Network’s branding guidelines
Attend meetings/coordination with the program and communications team to discuss materials and treatment for the materials
