ACCESS COMMUNICATION AND ADVOCACY OFFICER

Job Summary

The Communications and Advocacy Officer shapes and disseminates CARE’s and ACCESS’ narrative and impact and across the broader Humanitarian, Disaster Resilience, and Peacebuilding (HDRP) portfolio. This HQ-based role is responsible for developing and implementing compelling communication and advocacy strategies, ensuring alignment with CARE’s global guidelines and donor requirements. Cost Proposal Manager Level 1

Job Summary:

The Cost Proposal Manager (CPM) Level 1 will report to the Cost Proposal Manager Level 2 (CPM II) of the Institutional Funding & Strategy (IFS) Unit and will directly contribute to the achievement of CARE’s goals to raise funding from the US Government for humanitarian and development assistance.

The CPM will be responsible for developing and submitting cost proposals for humanitarian and development assistance of low to medium complexity, leading key proposal team members/stakeholders across the full business development cycle (capture, live, BAFO). To be successful in this role, the CPM will need to have project management skills along with familiarity with cost and pricing concepts and technical know-how in the preparation of a cost proposal package that is competitive, responsive, and compliant to donor and CARE policies and procedures. The CPM will contribute to initiatives to strengthen systems and processes within the team including instituting best practices/standard operating procedures (SOPs), knowledge management, and capacity building. Relationship building is also critical in this role to ensure strong collaboration across a multi-functional and geographically dispersed group of proposal team members.

  1. Cost and Pricing Lead (75%):

    • Responsible to deliver responsive and competitive cost and pricing applications on USG cooperative agreements and contracts of low to medium complexity.

MEAL OFFICER-PEACE AND CULTURE

Job Summary

The MEAL Officer, working under the Consortium Manager for the Civil Society, Women, and Youth Promoting a Culture of Peace in Mindanao, Philippines project, will be primarily responsible for leading the formulation and implementation of the project’s MEAL plan. The role will also provide coordination support across other ECHO-funded humanitarian actions in the area implemented by CARE. Internally, the MEAL Officer will collaborate closely with partner field teams in project areas to ensure mutual support, coherence in MEAL strategies, and cross-learning. The Officer will lead logframe-based reporting, MEAL data management, and information sharing, while also supporting field teams in the administration and execution of MEAL activities as needed.

Responsibilities and Tasks

  • JOB RESPONSIBILITY 1: MEAL System Design, Planning, and Tools Development (30%)

    • Lead the design, roll-out, and periodic updating of the project’s MEAL plan, aligned with the project logframe, donor (ECHO) requirements, and CARE standards.

    • Develop and adapt monitoring, reporting, and assessment tools (e.g., baselines, mid-term and end-line surveys, community audit tools, conflict and resilience analysis, gender and protection audits).

Position Summary

The Coordinator will ensure CARE’s Program Quality standards—particularly Driver 4: Partnership and Driver 8: Adapting and Learning—are fully integrated into program design, implementation, and evaluation. This role supports proposal development, learning documentation, and strategic partnerships with NGOs, government, and private sector actors. The position also contributes to emergency response efforts and requires up to 50% field travel.


Key Responsibilities

1. Coordinate Project Design and Development (50% of time)

  • Lead the development of concept notes and proposals for emergency and development funding.
  • Coordinate design meetings, contribute to key elements, and finalize proposal packages ensuring compliance with CARE and donor standards.
  • Track and report on submitted proposals, maintain the funding pipeline, and update donor records via FORT.
  • Maintain a repository of updated CARE Philippines documents to support funding applications.
  • Facilitate design/proposal development reviews to generate learning and improve processes.

2. Project Learning and Adaptation (25% of time)

  • Provide technical support in PQ screening and document learning and innovation insights.
  • Develop learning agendas and briefs in coordination with program teams.
  • Track applied learning and adaptations in project design and implementation; report via COMFORT and PIIRS.
  • Facilitate reflection/sensemaking meetings to foster cross-learning and strengthen knowledge management.

3. Partnership Coordination (20% of time)

  • Ensure compliance with CARE’s Partner Selection Policy during project development.
  • Conduct partner assessments using CARE tools (e.g., due diligence checklists, interviews).
  • Convene the Partnership Committee and manage scoring/documentation.
  • Coordinate onboarding and orientation of selected partners.
  • Support reassessments of existing partners and maintain an up-to-date partner database.
  • Provide quarterly or ad hoc updates on partner engagement and flag legal/reputational risks.

4. Other Responsibilities within CARE Philippines (5% of time)

  • Uphold CARE’s Safety & Security policies and promote a safe work environment.
  • Support initiatives advancing women and girls and uphold safeguarding and child protection standards.

Other Responsibilities as Assigned (5% of time)

  • Perform additional tasks as delegated to support organizational goals.

Qualifications

Education

  • Required: Bachelor’s degree in international development, social sciences, or related field (or equivalent experience).
  • Desired: Master’s degree and advanced training in data management or presentation.

Experience & Skills

  • Required:
    • At least 5 years in development/humanitarian programming, with 3 years in proposal development.
    • Experience in knowledge management, learning systems, and partnership engagement.
    • Strong facilitation, writing, and coordination skills.
    • Fluency in English and Filipino; other Philippine languages an advantage.
    • Proficiency in Microsoft Office and online collaboration tools.
  • Desired:
    • Experience with multi-stakeholder design processes and institutional donor submissions (EU, ECHO, USG, UN, ADB, World Bank).
    • Experience in partner due diligence and vetting.

START NETWORK COMMUNICATIONS CONSULTANT

Location: The consultant will work remotely but will be required to attend onsite events with potential for field travel to cover project activities.

Contract Duration: The initial contract will be for six (6) months with the possibility of extension subject to fund availability.

Start Network is made up of more than 100 aid agencies across five continents, ranging from large international organisations to national NGOs. Our aim is to transform humanitarian action through innovation, fast funding, early action, and localisation. The network believes that the biggest systemic problems that the humanitarian sector faces – problems including slow and reactive funding, centralised decision-making, and an aversion to change, means that people affected by crises around the world do not receive the best help fast enough, and needless suffering results.

In the Philippines, Start Network programmes are being hosted by CARE Philippines which will be the contracting organization for this piece of work.

Role

Start Network, through CARE Philippines, is looking for a communications consultant under the Crisis Anticipation and Risk Financing (CARF) Team who will produce monthly deliverables as needed.

Responsibilities and Tasks

  • Development of knowledge products: Development of knowledge products for the CARF country programming in the Philippines including brochures, flyers, briefers, reports, & other collaterals.

  • Content Creation and Media Relations: Conducting interviews and writing articles and press releases for local or national media.

  • Media Liaison: Work with Start Ready Consortium Members in liaising with local media.

  • Event Documentation: Support the documentation of events and activities of the CARF programmes.

  • Web Content: Writing articles for CARF programming in the Philippines for the Start Network Website.
  • Digital Newsletter: Writing, design, and publication of year-end digital newsletter on progress & accomplishments of the CARF program to be disseminated to Start Network members & other stakeholders.
  • Visibility Materials: Designing visibility materials in line with donor standards.

  • Presentations: Production of slide decks as needed.

  • Database Management: Support the MEAL Officer in maintaining a database of all knowledge products and communication materials related to the CARF programming

Qualifications

  • Bachelor’s degree in Communications, Journalism, Digital Marketing, or other related fields.

  • Experience working with I/NGOs, Civil Society, and government agencies within the humanitarian or disaster management sectors (DRR, emergency response, and recovery).

START NETWORK CONSULTANT FOR NATIONAL RESERVE CASE STUDY
Background

Start Network is a global humanitarian network of over 130 organizations, hosted in the Philippines by
CARE Philippines. We work to transform humanitarian action through innovative disaster risk financing
(DRF) that enables earlier, faster, and more locally led responses.
Our Start Ready programme provides pre-positioned, pooled funding for forecastable hazards. It
combines:
 Scientific modelling to set pre-agreed triggers for releasing funds.
 Contingency planning to coordinate activities ahead of crises.
 Pre-positioned financing to ensure rapid action before peak impact.


By enabling national stakeholders to act in anticipation of predictable crises, we aim to reduce
humanitarian costs, protect lives and livelihoods, and support more dignified, cost-effective responses.
In May 2025, Risk Pool 4 was launched, and it aims to protect over 810,000 people in nine countries
(Philippines, Pakistan, Bangladesh, Madagascar, Senegal, Somalia, Zimbabwe, DRC, and Guatemala)
from climate risks such as heatwaves, droughts, floods, and cyclones.

Start Network, hosted in the Philippines by CARE Philippines, is seeking an experienced consultant or team to conduct a case study on our National Reserve fund.

This five-month consultancy (September 2025 – January 2026) will assess how our disaster risk financing (DRF) system supports local organizations in preparing for and implementing timely, life-saving anticipatory actions ahead of cyclones.

The study will focus on consortia in Cagayan, Eastern Samar, and Surigao del Norte. The findings will be used to improve future preparedness funding and strengthen advocacy for anticipatory action in the humanitarian sector.

Key Deliverables Include:

  • An inception report refining the research scope and methodology.

  • Leadership of qualitative and quantitative data collection with Start Network members, partners, and community representatives.

  • Facilitation of a sensemaking workshop to validate findings and co-develop recommendations.

  • A final, comprehensive case study report (not to exceed 30 pages) with actionable recommendations.

Consultant Qualifications:

  • At least five (5) years of experience in monitoring and evaluation methods and approaches, including M&E system design, research, and report writing.

  • Relevant experience in disaster risk reduction, humanitarian, or development studies.

  • Excellent communication and workshop facilitation skills.

  • Proven ability to manage time and work to tight deadlines.

  • Experience engaging with communities in the areas of work of Start Network is required.

  • Fluency in English (written and spoken).

START NETWORK- Layout and Graphic Artist

Project: Design and layout of Start Network’s multiple cyclones learning paper

Background

In the Philippines, Start Network programmes are being hosted by CARE Philippines which will be the contracting organization for this consultancy.

About the Project

During a six-week period from September to October 2025, six tropical cyclones impacted all 18 regions of the Philippines, affecting over 13 million people. In response, humanitarian agencies Start Network, Oxfam and FAO activated their anticipatory and early action protocols. To capture key insights, Start Network commissioned a learning paper that focuses on the lessons learned from the activations within the context of successive cyclones. Start Network aims to produce a publishable report and presentations for stakeholders’, partners’, and the network’s use.

Scope of Services and Timeline

The Layout and graphic artist will perform the following tasks:

Selection and onboarding (1 day): Attend an onboarding call with the team.

  • Report Layout (10 days): Produce one (1) layout and print-ready version of the multiple cyclones learning paper report (35 pages including front matter/preliminary pages; no content editing required). The expected output is a draft layout version with graphics.

  • Report Review (8 days): Finalize the first draft of the report by incorporating comments and suggestions from Start Network.
  • Presentation & Poster Layout (7 days): Produce one (1) PowerPoint presentation capturing the lessons, insights, and recommendations of the learning paper report, and one (1) poster presentation that can be used during events. The expected output is a draft layout version with graphics for both materials.

  • Presentation & Poster Review (7 days): Finalize the first drafts of the PowerPoint presentation and poster by incorporating comments and suggestions from Start Network.

  • Finalization of All Materials (7 days): Submit the final layout version with graphics for the report, PowerPoint presentation, and poster.
  • General Tasks:

    • Produce essential graphics and infographics to complement the report and presentations according to Start Network’s branding guidelines.

    • Attend meetings/coordination with the program and communications team to discuss materials and treatment for the materials.

    • Provide printing guidelines for end-materials.

Qualifications and Experience

  • Demonstrated experience in creating visual products for annual reports, organizational review, and other related products.

  • Technical and practical ability to design contents using programs such as InDesign, Illustrator, Photoshop, and other layout and graphic design tools is required.
  • Ability to work collaboratively with the Start Network team and independently with limited supervision.
  • Experience in engaging with government institutions and stakeholders from municipalities, NGO’s, private sector and academic, at the national and local levels is an asset.

  • Familiarity with Start Network and other disaster management organizations is desirable.

  • Educational background in development communications, or relevant professional experience in a similar discipline.

Reporting

The consultant will be reporting to the Technical Specialist Crisis Anticipation & Risk Finance, Start Network.

Payment Terms

The cost of this engagement will be paid in the following tranches:

1st Tranche (50%): Upon submission of the first version of the report.

2nd Tranche (50%): Upon submission of the final version of the report, PPT, & poster.
