About the Project

CARE Philippines, on behalf of the ACCESS Consortium, is commissioning an independent evaluation covering:

  • ACCESS 1 (2023–2025)End‑term evaluation
  • ACCESS 2 (Year 1)Mid‑term evaluation

The ACCESS Action supports communities facing protracted conflict, recurring displacement, and climate‑related hazards. It delivers multi‑sectoral humanitarian assistance and strengthens disaster preparedness across multiple regions, reaching more than 380,000 people affected by complex emergencies.

Purpose of the Assignment

The consultant will conduct a rigorous, evidence‑based evaluation assessing:

  • The performance, quality, and results of ACCESS 1 and ACCESS 2 Year 1
  • The functionality and added value of the consortium model
  • The effectiveness, efficiency, relevance, coherence, and impact of interventions
  • The degree to which ACCESS adhered to humanitarian standards, including CHS and ECHO guidance
  • Actionable recommendations to guide remaining ACCESS 2 implementation and future humanitarian programming

Key Responsibilities

The evaluator will:

1. Conduct a Mixed‑Methods Evaluation

  • Design an evaluation framework aligned with OECD‑DAC criteria, CHS commitments, and ECHO standards
  • Undertake a structured desk review of proposals, logframes, reports, MEAL data, and cluster documents
  • Lead quantitative and qualitative data collection, including surveys, FGDs, KIIs, and reflection sessions
  • Ensure ethical, inclusive, culturally appropriate, and safe engagement with women, children, older persons, and persons with disabilities

2. Data Analysis & Assessment

  • Analyze performance, quality, and results across HA and DP components
  • Conduct comparative analysis between ACCESS 1 and ACCESS 2
  • Evaluate consortium governance, coordination, rapid response mechanisms, MEAL systems, and accountability processes

3. Deliver Evaluation Products

  • Inception Report (methodology, sampling, tools, workplan)
  • Evaluation Progress Update
  • Draft Evaluation Report with clear judgments and evidence
  • Presentation & Validation of Findings with stakeholders
  • Final Evaluation Report with prioritized recommendations and executive summary
  • Learning products (briefs, slide decks)
  • Submission of cleaned and anonymized datasets and all supporting documentation

Qualifications of the Consultant / Evaluation Team

The ideal evaluator should demonstrate:

  • Proven experience conducting humanitarian, disaster preparedness, or development evaluations in the Philippines
  • Expertise in quantitative and qualitative research, including sampling, tool development, statistical analysis, and thematic analysis
  • Experience facilitating FGDs, KIIs, workshops, and validation sessions
  • Strong knowledge of gender equality, disability inclusion, environmental safeguarding, and protection principles
  • Ability to synthesize complex information and produce clear, actionable reports
  • Excellent communication skills in English and Filipino
  • Ability to conduct fieldwork across multiple regions under diverse operating environments

Ethics, Safeguarding & Data Protection

ACCESS INFORMATION AND KNOWLEDGE MANAGEMENT OFFICER

Job Summary

The Information and Knowledge Management (IKM) Officer systematically maximizes learning from CARE and partners’ contributions and actively facilitates knowledge management across the entire ACCESS project consortium and within CARE’s Humanitarian, Disaster Resilience, and Peacebuilding (HDRP) Unit. This HQ-based role designs and maintains robust IKM processes and tools to effectively capture, organize, share, and utilize valuable programmatic information, lessons learned, and best practices. They ensure knowledge products are stored, accessible, and actively inform current and future programming, fostering continuous improvement and adaptive management across CARE, its partners within the consortium, and the broader HDRP Unit.

Responsibilities and Tasks

  • JOB RESPONSIBILITY 1: IKM System Implementation and Maintenance (30% of time)

    • Lead the development and implementation of a comprehensive Information and Knowledge Management (IKM) strategy for the ACCESS consortium, ensuring strong alignment with CARE’s global IKM frameworks and the consortium’s overall learning agenda and IKM framework.

    • Design, establish, and manage comprehensive IKM systems, tools, and platforms (e.g., shared drives, online repositories, learning databases) to facilitate efficient storage, retrieval, and dissemination of project documentation, reports, research, and learning products for CARE and the consortium.

    • Develop and standardize Terms of Reference (TORS), Standard Operating Procedures (SOPs), and guidelines for knowledge capture, sharing, and utilization within CARE and.

  • JOB RESPONSIBILITY 2: Knowledge Documentation and Product Development (30% of time)

    • Actively capture, synthesize, and package key knowledge, lessons learned, and best practices from CARE’s implementation of the ACCESS project, including from field operations and partner engagements, and contribute to the synthesis of knowledge from across the ACCESS consortium.

    • Produce high-quality knowledge products such as learning briefs, case studies, thematic papers, policy briefs, and synthesis reports that highlight CARE’s achievements, innovations, and challenges within ACCESS, and support the development of joint consortium learning products.

    • Work closely with the MEAL Specialist to ensure that monitoring data, analysis, and evaluation findings are effectively integrated into knowledge products and disseminated to relevant audiences within CARE and the consortium.

  • JOB RESPONSIBILITY 3: Learning Facilitation and Knowledge Exchange (15% of time)

    • Facilitate and organize regular learning events, workshops, and communities of practice for the ACCESS Consortium, relevant partners, and CARE’s HDRP Unit staff to encourage knowledge exchange, peer learning, and reflection.

    • Promote cross-learning and sharing within CARE Philippines (across different projects and departments) and actively with ACCESS consortium partners to maximize the value of project insights.

  • JOB RESPONSIBILITY 4: Quality Assurance of Knowledge Products (10% of time)

    • Provide quality assurance for all knowledge products generated by the ACCESS project and HDRP Unit, ensuring accuracy, clarity, coherence, and adherence to branding and ethical guidelines, and provide support to consortium partners in upholding IKM quality standards.

    • Train and mentor ACCESS project staff, HDRP Unit staff, and key partners on effective knowledge management approaches, tools, and processes, fostering their capacity for documentation, learning, and sharing, with a view towards strengthening consortium-wide IKM capabilities.

    • Collaborate with the Communications and Advocacy Officer to ensure that knowledge products are effectively translated into compelling communication and advocacy materials.

  • JOB RESPONSIBILITY 5: Learning Integration for Program and Strategy (10% of time)

    • Contribute key learning and evidence from ACCESS implementation and HDRP Unit initiatives to new proposal development processes, ensuring future interventions are informed by past successes and challenges, and provide learning insights to consortium-level proposal development.

    • Support the overall programmatic, logistic, and financial management by ensuring knowledge about risks, obstacles, and best practices is captured and shared to enhance donor compliance and operational efficiency for both CARE and consortium operations.

    • Actively participate in the MEAL/IM Working Group and other relevant working groups under the consortium arrangement, providing IKM inputs and facilitating learning integration across all consortium members.

    • Support the Consortium Management Team (CMT) and Project Steering Committee (PSC) by providing summarized critical analysis and information derived from project.

  • Translate workplans into annual and quarterly implementation plans and budgets.
  • Coordinate with MHOs, LGUs, DOH, PhilHealth, and partners to deliver an ecosystem approach.

2. Technical Oversight – 20%

  • Oversee capacity building for ~3,000 Barangay Health Workers (BHWs).

Cost Proposal Manager Level 1

Job Summary:

The Cost Proposal Manager (CPM) Level 1 will report to the Cost Proposal Manager Level 2 (CPM II) of the Institutional Funding & Strategy (IFS) Unit and will directly contribute to the achievement of CARE’s goals to raise funding from the US Government for humanitarian and development assistance.

The CPM will be responsible for developing and submitting cost proposals for humanitarian and development assistance of low to medium complexity, leading key proposal team members/stakeholders across the full business development cycle (capture, live, BAFO). To be successful in this role, the CPM will need to have project management skills along with familiarity with cost and pricing concepts and technical know-how in the preparation of a cost proposal package that is competitive, responsive, and compliant to donor and CARE policies and procedures. Responsibilities and Tasks:

  1. Cost and Pricing Lead (75%):

    • Responsible to deliver responsive and competitive cost and pricing applications on USG cooperative agreements and contracts of low to medium complexity.
    • Oversee planning and organization of the cost proposal process, determine roles/responsibilities for budget inputs, identifying key deliverables and effectively set the timeline for submission.
    • Lead on: (a) overall strategy, budgeting, and consolidation of cost applications highlighting issues to consider in decision to pursue the funding, (b) budget justifications, (c) gate reviews, (d) as well as working with Award Management Solutions and other CARE departments as needed to obtain assurance of compliance with donor and CARE requirements including project startup, as well as exception approval for budget gaps and other implementation risks.

    • Conduct budget orientation for HQ Technical Assistance teams, Country Office (CO) teams, and implementing partners to ensure harmonization and consistency of assumptions and cost elements in the proposal budgets.
    • Facilitate budget negotiations between the HQ Technical Assistance team and the CO as well as external partners to ensure that an appropriate level of effort for technical oversight and monitoring are included in the budget.
    • Prepare and/or review budgets and collaborate with the Country Office/Regional Office to ensure CARE costs are fully recovered and all donor requirements and policies are fulfilled.
    • Collaborate with the technical team to ensure the budget is aligned with the technical proposal taking into consideration design, SOWs for CARE and partners, staffing recruitment etc.

Position Summary:

The PINGON Manager for Humanitarian Coordination plays a central role in strengthening the

  • Strategic Advisory & Capacity Building (25%): Provide risk-informed advice to the Senior Management Team; support program design with compliance guidance; and lead training for staff and partners on safeguarding and ethical conduct.

  • Regional Support (10%): Provide desk-based risk reviews and targeted donor compliance guidance for one or two other CARE Country Offices in Asia.

Qualifications

Education

  • Required: Advanced university degree in Accounting, Auditing, Finance, Risk Management, or a related field.

  • Note: A first-level degree combined with substantial relevant experience may be accepted in lieu of an advanced degree.

  • Desired: Professional certification such as CPA, CA, ACCA, CIA, or CISA.

Experience & Skills

  • Minimum 5-7 years of progressive experience in audit, compliance, or risk management.

  • Demonstrated experience applying audit principles and corrective action planning in complex operational environments.

  • Experience in a senior advisory role within an International NGO (INGO) is highly desired.

  • Proven ability to support fraud investigations and manage institutional donor compliance.
