Coordinator for Resilience and Innovation Learning Hub

The Resilience and Innovation Learning Hub (RILHub)Coordinator is responsible for managing the newly formed Resilience and Innovation Learning Hub (RILHub) for CARE Philippines and partners. The RILHub represents a unique partnership among civil society organizations to create an innovation and learning hub for building resilience to various types of shocks and stresses in the country, including those from a changing climate. It is a critical element of CARE’s engagement in the Philippines and seeks to multiply the impact of our activities and interventions by creating and consolidating knowledge and innovations at the nexus of development and humanitarian activities for increasing resilience. The RILHUB Coordinator will report to the Integrated Risk Management (IRM) Director.

The RILHub will have both a physical and virtual presence, seek to strengthen existing and build new partnerships with different types of organizations, commission and lead on knowledge creation, and catalyze innovations internally and externally around building resilience for poor and vulnerable women, girls, men and boys. The RILHub will work closely with the Humanitarian Partnership Platform and other ongoing projects at CARE Philippines, as well as engage with global conversations on building resilience with groups like CARE’s Climate Change and Resilience Platform.

The Start Fund Anticipation Window was designed in 2016 to support global Start Network members to implement projects before a disaster is forecast to strike, reducing unnecessary loss of life and damages around the world. The Forecast-based Warning, Analysis and Response Network (FOREWARN) has been established in April 2016. Interest in anticipation action has been rising among the Start network members in the Philippines.

The PfR Project Manager reports directly to Integrated Risk Management Director. Monitoring, Evaluation, Accountability & Learning Officer - Increasing the Resilience to Natural Hazards Project

CARE Philippines is implementing “Increasing the Resilience to Natural Hazards”, a 30-month project focused on strengthening disaster preparedness and risk reduction capacities of vulnerable barangays and municipalities. Together with Assistance and Cooperation for Community Resilience and Development (ACCORD), Cordillera Disaster Response and Development Services (CorDis RDS), Leyte Center for Development, Inc (LCDE), and Agri-Aqua Development Coalition (AADC), the project will improve capacities of communities and vulnerable groups through developing early warning and disaster risk reduction mechanisms; developing resilient livelihood strategies for female headed extreme poor households, and; enhancing disaster and climate risk governance.

The project will be implemented in selected areas in Cagayan, Mountain Province, Northern Samar, and Surigao del Sur.

The MEAL Officer is responsible for coordinating all monitoring, evaluation, accountability, and learning activities of the project. S/he leads the team in setting up systems and mechanisms for monitoring the project’s indicators, deliverables, and gathering community feedback. The MEAL Officer provides guidance in collecting, reporting, and analyzing monitoring data with the participation of communities. S/he leads in the reporting on the status of the project’s performance indicators to the Project Manager and Project Steering Committee.
